Like how London has a map, with locations such as Watchmaker’s Hill and the Flit. As opposed to how the Zee has many locations but does not have a map, and uses stories and actions to navigate around.

That claims to have gotten the fact from an AMA, I assume on Reddit. Closest I can find is the following reply from Alexis, which makes a weaker claim about mapping Parabola, but without mechanical details:
So, I dunno. Wouldn’t the first time this community (or any other game community) reads too much detail into a dev post and then those imputed details become accepted as canon. At least in Fallen London it’s appropriate to the setting!
Alexis is the source for the "map of Parabola" and further content on the Elder Continent. This was from around the time that he was stepping down in responsibilities and handing the keys over to Chris Gardiner for directing the narrative of Fallen London, and so it’s very old information (nearly 5 years by this point). This was after Sunless Sea first entered development.
The source is from [REDACTED], the other thing we don’t speak of. The similar wording implies to me that this is genesis’s primary source.

The link that PSGarak posted is a completely unredacted confirmation. I don’t agree that it doesn’t contain any mechanical details. "You might eventually see a map of Parabola in the game." is pretty clear to me. Yes, it’s slightly weaker in that it only says "might" but certainly combined with the redacted comment, I think it’s pretty clear.
I’ll add De Gustibus. It was already implicitly there under the "Particular day in the neath" content but I agree that, especially with hannah’s comment, it’s worth making it explicit.
Can anyone in London (I am at Zee) confirm that we have a new Heist level? Should I add it, or give FBG some leeway to actually implement it first before considering it a "loose end"?

A new Exceptional Story comes out tomorrow, and it’s part of a new Season. I would guess the new Heist is part of that content.

My point is that I suspect the references to a map of Parabola are really references to expanding Enigma, rather than new normal content. Mostly because of the panoptic mirror-map, plus some other assorted cartography/Enigma ties.
Considering we were told the Envoy’s story would continue, I doubt Failbetter would restrict the rest of the story to Fate-locked content.

That was part of Spite, not Veilgarden. It’s now a sub-location near Spite, named "The Crowds of Spite."

One of the the fate-locked Mr Sacks options features a group of rats who are indignant that there is a fox in London, in violation of the agreement between the rats and the Masters. And now I’ve told you all the lore-relevant parts of that story. So it is in the game, at least a little bit.
(I don’t have time to go hunting for it now, but the echoes from that story are in my journal for the time of the most recent Sacksmass)
