The pattern seems to be: up to 15 (?), the exchange works with a minimum of 5 favours and nothing else. Above that, 7 favours are required and sundry other bits and bobs plus a certain stat level, which increases by about 4 or 5 per point of renown. (Going mainly on docks here, which is my “favourite”, but seems to apply elsewhere as well).
It’s at 50, which is a bit of a surprise. Thank you all for the answers 
The favors<->renown exchange has three tiers. From Renown 0-7, the minimum exchange is 3 favors and no other materials. From 8-14, the minimum exchange is 5 favors, and a small amount of materials (I think 2.5 echos). From 15+, the minimum is 7 favors, and the cost of materials is around 12-14.
If I’m reading the patterns right, the first tier increases a stat, the second tier increases a menace and a stat, and the final tier has a stat requirement and a stat challenge. The last tier also affects quirks, with increases definitely going above 12.

Yeah, a conversion rate of 7. And I thought I was safe with my Connected of 341, which eventually got me “only” 45 Renown
Wooop, 415 Connections took me to renown 50! Yaaay, my first level level 50!
Items:
Card item is Feathered Bonnets which requires 3 Favours and level 10 Renown.
Location one is in Wolfstack Docks which requires 5 Favours and level 25 Renown, but only 10 to see the option.
And best one I’ll check the mind of a God, but after work.

I just sided with the Urchins and also got 2 Storm-Threnodies and 5 Maniac’s Prayer. Lost 10 levels of Connected: Widow, so probably a similar loss to the other conflict cards. No change to the story text.
Doing the Urchin as the final exam in Jenny School does NOT appear to award you with a favor for succeeding. As of right now, there are no ways that I can think of that you can grind Urchins favors. If anyone does find something at least semi-reliable, I would love to hear it since I only managed Renown 35.
What does it give then?
Sorry about the false information:(. I finally hit the lucky result after 4 times through the carousel, and did get a favor. The text for the Urchin’s final exam didn’t mention it, but it does in fact give a favor. RIght now this is the best and quickest way to grind favors, since it also refreshes the opportunity deck which gives a chance for more favor cards.

I had 218 Connected: Urchins and only got 28 renown…At least it won’t take you as long to grind up to 40.
“Tip the Squatters Off” in the Arson and Avarice option on An Implausible Penance now gives an Urchins Favour along with the same 600 moon pearl payout it had before.
Ooh, those Criminal favors roll in quite often from opportunity cards. It’s worth it to trade off for the Urchin’s favors now that I’ve already had my rendezvous with the gentleman in the oubliette.
