Yeah, just had a look and the wiki says thirty. I don’t have any reason to doubt it.
So I decided last minute to go for all 3 five card dwellings. I’ve got notability and ToL for doing it all. I’ve had the Bazaar since last year, am five Antique mysteries from buying the Royal Beth and then it’s easy to upgrade that, I’ll have that by the end of today. Buuuuuuuuuuut getting the regular Brass Embassy room in time might be difficult depending on when the Wicket closes. Any suggestions?
I might be able to convert all my Tier 3’s to Brilliant Souls though, and in a pinch can liquidate some items and mass buy Souls (and then I think my spirifer option in Ladybones would be best way to transfer to Brilliant Souls?)

First of all, are you going for the Bazaar price, or the alternative purchase from the Hell faction card? The latter option isn’t cheaper, but it may be more accessible depending on your Renown: Hell and your current surplus of Muscaria brandy.
Side-converting doesn’t seem too onerous. 500 Brilliant Souls is only 10 stacks, even having to slog half-way through the carousel is easily doable in a day. If you happen to have large reserves of T2 items lying around, you may be better off upconverting those to T3 and side-converting, rather than purchasing souls and upconverting directly.
While you can obtain Brilliant Souls directly via Thefts of Particular Character in the Flit, it sounds like this may not be your best option. Theft is better if the main action you’re willing to spend is actions, but you’re in a position where it’s better to use spend other resources in order to save on actions.
Maths: Theft is around 18 actions per 50 souls, compared to a worst-case of 10 actions per 50 souls if side-converting all the way from Tales of Terror. If you already have the regular souls, upconverting is roughly 3 actions per 50 Brilliant Souls (or roughly 1 action with spirifage), but the Bazaar has a 100% mark-up on regular Souls. Spirifage appears to be more efficient on average, but it may actually be worse in practice because of thresholding issues (it creates Brilliant Souls in batches of 45, as opposed to 105).
You can also exchange Scrap for Souls and Brandy, if you happen to draw the card at an opportune time.
