Not always, but very early in the onboarding experience as far as I remember.
I believe it unlocks with one of the early blue border storylets.

Have you found a decent place to live yet? Shortly after renting your first Lodgings, you should see a new “The Matter of the Mail” storylet to unlock Your Social Engagements.

During the Christmas season, access to your Lodgings and Social Engagements is blocked by snowfall once per week. If you see a locked gate icon in the lower right corner of your map, you need to click on it and clear the snow to recover access.
After the last reference I found in Por Una Cabeza, I started thinking about it more. While I noted them down and have my “AHA!” I realized they’re not that well known (like the Bohemian Sculptress talking about the Glim Sculptor very early in the game, Upwards first mentioning Hellworms, ha’pennies mentioned in Nov '19 before first Whitsun in '20). While my huge backlog is sometimes a burden, these moments to bring joy and more admiration toward FBG’s “hidden” work.

Older aspects of the game don’t lose their interest, especially given that people are joining as new players all the time. Honestly, I’ve never understood the issue about bumping older stories if the occasion arises.
Many of us have a backlog; I have a substantial one myself. The discussions of older ES are especially relevant when people are playing the ES for the first time as they catch up. I remember reading the Flint entries when I first played that, years after it came out, and they were very interesting and helpful. It also gives a sense of FL players as an organic community that extends into the past.
