Actually, the storylet doesn’t give the Kitten away. The text just asks you to "loan" it. At first, I thought that would mean that doing the storylet would start a living story where you’d be without the Kitten for a little while, but in fact the Kitten stays put in your inventory and you just get a favor.
Seems I was expecting the kitten loan to be like the “dispose of it” options on the other cards before the change to favours.
This allows you to go from the “no pet, get card, get one of 3 favours” to “have pet, get favor” and focus down the range.
It is much improved.
If that card lies about its frequency (like the "Valuable Secrets" card in Ladybones Road does), it could be a very good source indeed.
Valuable Secrets claims to have infrequent frequency but my experience pegs it at more like Ubiquitous. I’ve spent something like 7000 whispered hints on it in ~4 months, which implies hundreds of draws, when standard frequency cards like faction ones I’ve drawn maybe a hundred or two.
Having just tested this, I drew the card 3 times just since last night. It’s certainly more frequent than infrequent!

I got the "Your Winsome Orphan is out of control!" card at least 3 times today, I also remember getting it alot for a little while now.
I own a Heptagoat and somehow have never entered the Mind of a Dead God before.
Could someone be so kind as to help me with this? I haven’t seen the Stormy-eyed dream card in months.

You can increase your Stormy Eyed quality without the card at Mutton Island by using the storylet "I bid the Wind speak".
Entering the Mind of a Dead God happens when your Stormy Eyed quality is 19 AND your "What the Thunder Said" dream quality is at least 15. None of that has anything to do with your Heptagoat, though I’m sure impressed by your drive and grind efficiency! What grind/s did you use to earn the Echoes to acquire all the necessary goats?

Thank you for that, I’ll be making a trip to Mutton Island once my candles are restored.
Using the Fidgeting Writer I was able to harvest on average 2 Coruscating Souls every half week, which I did for 3 years. I was only off by a month in my calculations so I was pretty proud of myself there. You’d think that somehow along the way I would have realized that I was missing an entire section of the game, so that’s a bit embarrassing.
The resources needed to maintain this rate of grinding was bolstered by conversions, my hoarding prior to the grind, and trading in scrap with the Relickers.
Make sure you spent all your dock favors before grinding Stormy Eyed in Mutton island. Each cycle can give a docks favor, so you can restock as you grind.
Am I doing something wrong? My dreams quality for “What the Thunder Said” is 26 and my Stormy-eyed quality is at 20.
I’ve spent about 2 days going through my deck so am I just unlucky or is there a different way to trigger the location jump?
There should be a pinned storylet everywhere in London. You might need to scroll down the page to see it.
My thanks comes over 2 weeks later but thank you nonetheless for your help.
