You can’t mob people who already have a mob, or in most cases I’m seeing, those who had their menaces reach 8 and are in another realm.
Edit: Flash lays also take you to another place and bar people from mobbing you.

Oh, and the Vengeance has switched carrier and left the game, because she can’t seem to find a single person that’s eligible to have a mob set on them (including everyone here), while people seem to have no trouble setting them on her. That’s not fun.
