Currently grinding towards this on my alt, I thought I’d post here that the means last described in this thread still work.
For anyone interested, I’ll summarize: Scarlet Saint (a House of Chimes entry quality) needs Connected: Hell & Church 75 each, and Austere/Hedonist 12 each.
For Connected: Hell just build up a whole lot of Casing… and then sell all your information to the Brass Embassy. Do go beyond 75 to protect against stat loss here or there.
For Austere, go to the Iron Republic with Steadfast 9 and Wounds 6 or 7, then play the carousel described here. Bringing a Gang of Hoodlums, too, wouldn’t hurt your chances. Don’t stop at Austere 12, overshooting is useful to guard against accidental losses. Don’t worry about your Menaces, I’ve had both Wounds and Scandal far in the double digits while being there. You can get rid of it all in the end, and get lots of Iron Republic Journals for your "Changed by…" quality, too.
That carousel will also increase Hedonist to 10. Back in London, you should play University terms ending with you seducing the Provost of Summerset. That’s 5CP every time - once again, overshooting beyond 12 is useful.
Oh, you can’t play University terms anymore? That’s bad luck, my friend, very bad luck indeed. See, that’s mainly why I’m going for Scarlet Saint on an alt, not on my first character… well, maybe you’re not that unlucky after all: the Feast of the Rose is approaching! You should probably spend all your time there enjoying the decadence and hope for many rare successes worth 5 CP.
Here are some Fate-locked options that can increase Hedonist beyond 10:a) There’s an option at the Feast of the Rose which raises Hedonist uncapped.
b) One possible choice near the end of Flint can set your Hedonist to 14 and erase all your Austere. Obviously, do this before going to the Iron Republic!

Connected: Church is the most difficult here, there’s no quick way to bring it up to 75, really. You should bring some patience and…
I) …make sure you’ve got all the Church-related conflict cards unlocked at all times: Great Game, Bohemians, and Hell (that’s why it’s useful to overshoot Connected: Hell beyond 75). Siding with the Church on these cards is worth 30 CP every time.
II) [nerfed - see below]
III) …align yourself with the Church, the Constables or Society and play through the Counting the Days carousel. Get lots of Mark of Credit Pages and find decent homes for them (10 CP)
IV) …if you can, play even more University terms once you’re done with the Provost. End by "Speaking against the proposition" in the Soul Trade debate (10 CP)
V) …breed Hounds of Heaven like mad and sell them to the Bishop of Southwark in the Labyrinth of Tigers (10 CP each time)
VI) …always choose A disgraceful spectacle! on "A Day at the Races" (10 CP)
VII) …save the verger on "The Fallen Angel" if you still have access to this card (only for Dangerous 69-106; 10 CP on both options)
VIII) …work diligently with God’s Editors (5 CP)
If you’re a Shepherd of Souls (25 Fate), of course, you have access to a common card that can give you up to 500 CP at a time. Lucky you. Or you can just buy lots and lots of Fate and pray to your Tiny Jewelled Reliquary over and over again…
:edit: After having now completed my grind, I’d like to add that using only opportunity cards to increase Connected: Church from 20 to 75 works perfectly fine. Yes, I did play a few University terms and I bred a Hound or two, but you can do it just with cards. "A tavern dust-up" especially proved very useful as it’s really very very frequent (only in Watchmaker’s Hill, mind) - I once drew it three times in a row, and on average probably had it at least once in 20 cards (Remote Address, of course). Combine that with the conflict cards and "A Day at the Races" and you can progress quite fast.
:edit: "A tavern dust-up" has been nerfed, it’s now a one-time only card. :(
