I don’t think considering the 6E per action is applicable here. As an endgame player you probably don’t need to spend the Strong-backed Labour.
I did now around 6 or seven runs with highest difficulty while also pirating along the way and I succeeded at all runs without spending any Labour. I think I only once hit the threshold for the decision if you want to abandon you cargo or not.
I do 100% both the watchful as well as the AotRS checks though and have 60% on the easier Zeefaring one, which makes it rather easy.
So for a mid-game or early Endgame player I would say one can make the argument for spending the Labour.
Plus, it is, pleasingly, more dangerous.

Edit - I can now hunt the Fluke. I guess you have to be returning from dropping off a cargo to activate the option (or maybe just returning to London but I can’t test that theory)
Imagine just getting a ship as a brand new PoSI right now and suddenly there are angry sigils and angrier spines in what was supposed to be relatively safe waters (yes, I see the ‘relatively’ but my point still stands)
Quell it’s rage?! Bloody hell, I wish to parade that things body in the streets and make a feast out of it for the citizens of London, not drive it away!

I’ve gotta be honest, if dropping forty-eight thousand crates of high explosives on this thing didn’t kill it I don’t think we’ll be able to get rid of it anytime soon. Oh well, at least I get those sweet sweet valorous deeds.
