Last year, this kind of announcement made sense because marriage was disabled due to app problems.
So I take this year’s log as an announcement for new spouses. What else would be the point, correct? :D

Other interpretations:
Marriage still fits the theme of the holiday, even if there’s no mechanical changes
They didn’t think to change the image since last year
Well, how fitting I just came back to FL with a sparkling new persona. As a relative newbie, I’ll probably have to read up on a lot still, including this event.
I have only really had social interactions with someone who is my patron now, who funnily enough noticed me recording a section of New Newgate Prison when I started, otherwise it’s pretty limited. Hit me up though, I’d really appreciate writing to a few people here and there. ;) edited by Soldren on 1/31/2018
What interested me was the mention that, we will be able to “take [our] spouse on dates, available throughout the year!” I would relish the opportunity to take my in-game spouse (the Cultured Attache) on dates from time to time. Probably not at a restaurant, though.
I seem to remember, it MAY have been a thing, possibly, in some degree of probability, that the normally extortional prices for marriage and divorce are reduced somewhat during the Feast. Possibly.
…it’s also very possible I’m fooling myself and others by thinking this.

No, I seem to recall that it was a thing last year, during the Feast. What I’d like to see is for it to be possible for a married couple to "date" even when it isn’t the Feast. Maybe to grind Romantic Notions?
Well, that is possible if you are married to another player. I’m assuming they simply re-used last year’s announcement. Player marriages have become available again during the last Feast, including the option to go on one of 9 different dates at the cost of one Free Evening. edited by rahv7 on 2/1/2018

I’m aware of player marriages. My alt, who went NORTH, was married to a player, and I’m helping to fund another player marriage via rats. :-)
That being said, it would be great to have the option to date all year around, player or no, though I’d be okay with having year-round dating confined to player marriages (I could always divorce the Attache!).
You can date all year round as long as you are seen with the person. As a poly player with a poly Character, it is nice. edited by Lady Karnstein on 2/1/2018

The "Seen With" storylets only apply to Acquaintances you are "seen with" as you say. You can’t use it on a character you are actually married to. :-(
That was what I was referring to in my previous post. If you are married to another player you have the following options all year:
Invite your spouse to an indulgent evening out
Invite your spouse out for a decorous evening
Invite your spouse to join you in sampling Prisoner’s Honey (this is fate-locked)
For each of these options your spouse can decide what they want to do specifically. E.g. for the indulgent evening you can go to the Parlour of Virtue, to the Carnival, or you can stay at home. If you go to the honey-dens, you have the choice between two romantic things to do in Parabola and let a honey-mazed poet tell you about erotic adventures in realm of dreams. edited by rahv7 on 2/2/2018
