It’s been gone since late April 2016, specifically. Marriage, K&C, and assorted other social actions were disabled because of issues with the iOS app and none have returned. Hopefully it’ll be back soon but realistically I doubt it.
Although we did finally get the option to divorce for the Feast of the Exceptional Rose last year. Perhaps we’ll get the option to marry back for this year’s Feast.

Another note: marking a post as a "best answer" makes it almost unreadable, as it’s designed for the default color scheme of a white background and dark text. There’s a forum extension to make them readable but it’s best to avoid using the feature in general.
So happy to hear marriage will be back!
To expand on Arandia’s post - in the Failbetter stream just finished, it was confirmed that Marriage will return this Feast of the Exceptional Rose, with new, altered mechanics. Mention was made of the ability to go on dates, year-round, with your spouse. That’s all we know for now, I think more will be confirmed in an official post when the Feast starts on Monday! :)

Thank you Barselaar, I am sorry for being so vague, I was about to edit my post with further info when I got called away from the keyboard. So anyway, I have so many rats stacked up for the occasion, but now with the altered mechanics I wonder whether I will be needing them after all …
