When I was done creating the Tracklayers’ City, I was told that…
in coming weeks, opportunity cards in the Upper River and in London will reflect the consequence of what has happened here.
It’s been a few weeks and then some. I haven’t seen anything. How long does it take for these cards to appear? Where should I be looking? How rare are they exactly?
Asking here because I couldn’t find anything on the wiki.

I suspect some time after Mask of the Rose is released, but the only word from Failbetter is “we haven’t forgotten”.
Those cards and consequences have not been released yet, there will probably be an announcement or release notes when they become available.

This is what I got from this weeks Time, the Healer:
So, apparently my Making Waves has been at 6 before and at 2 afterwards. However, according to the wiki (and my previous experiences) the MW gets halved. But 6/2 is 3. Is this a bug or am I missing something?
I believe your MW was 5 before, and that message indicates that your Notability had to thus be 5 or lower (in other words, lower than 6) to be unaffected by TTH.
Yes, you are right. This must be the reason. I already had a look at older Time, the Healer messages to check this, but got confused by the fact that the game rounds to the nearest even number when having a .5. (And in other situations, the game says things like "has not changed from _ because it’s higher than _" when actually "higher or equal" is meant.)

I think that that is a difference between a stat being increased (… because it’s higher …) and decreased (… because it’s lower …).
I need to raise darkness in Evenlode to 4; I have 3. I can’t find an option to do it at the station itself, and I’ve been turning cards there for ages but nothing. Have I just been unlucky with cards? Or is my banditry too low? I think it’s also at 3.
The card you’re looking for has a different name based on your chessboard color. If you play for Black, the card is “Liberate the Magistracy of the Evenlode”. If you play for Red, it’s “Adjust the Lighting in the Magistracy of the Evenlode”.
White players can’t increase darkness at the Magistracy.
