So, currently, there’s no real difference between the differing lodgings of the same hand size. That is, it doesn’t really matter whether you currently reside in, say, a guest room at the Brass Embassy, or in the Bazaar premises themselves. I would like to see some advantage to the differing lodgings, with Time, the Healer. Maybe the bazaar premises give a small echo profit, or the room at the Royal Bethlehem is a greater nightmares reduction (since it is where those with high Nightmares go, right?), just off the top of my head. It would certainly add a bit of strategy as to your choice of lodgings, as well as a bit of extra narrative goodness.
There is an extra bonus for having certain Lodgings as your active home - that is, the Old Newgate Cellars, Third City Temple, and Zee-Znail Retreat, with their ability to exclude City Vices cards. We may or may not see more Lodgings development with future Schemes… I imagine it’s a difficult balance, giving bonuses without making folks feel excluded if their preferred Lodging doesn’t give the rewards they want. (Off the top of my head, though, it would be good fun for those who have advanced beyond needing smoky bunkrooms and marshy shacks be able to develop them into something more useful.)

Yeah, I was the same way (until I moved again recently in an attempt to get Lilac to show up.) If you moved into one of the remote lodgings back when it was only one action’s cost, you’ll still get City Vices cards.

Maybe another option would be regarding the Making Waves-gathering options on most lodgings cards, either increasing the waves you make by a bit, or slightly lowering the cost. After all, wouldn’t it take a bit less resources if you already live there? But I do see the merits of the differing card sets, as with the “remote” lodgings.
