The Seekers of the Garden

While doing ‘Ambition: Preparing for the Honor’ it says to wait for opportunity card ‘Seekers of the Garden’ to trigger it when I look for the next step. Have not had this card appear after several days. Wondering if there are other things required to trigger it appearing in the opportunity deck or I’ve just had the random stuff of the RNG not generating it?
