Mithridacy cap requires extending your Railway to Ealing Gardens. (But it doesn’t happen in Ealing Gardens.)
I’m not aware of Shapeling Arts yet.
Mithridacy requires the Ealing Gardens station. You use thrity rumours of the upper river with your newspaper per cap increase. Level six requires 60 meritorious pages, level seven requires 60 scandalous pages.

Probably the next stretch of tracks then. The tracks would be moving onto marshy/boggy terrain later. The player character might have some crazy idea about using Shapeling Arts to stabilize terrain.
I’m expecting something about Helicon House.
But I was wrong about the Mithridacy cap involving the Church in the Wilds, so I could be wrong about that one too.
