Are you trying to expose them outright, or reform them from within? Because the former was never possible.
Oh, was it? I remember that one of my characters narked them to the superiors, but I also recall the reform just causes a reset.
It’s the other way around - trying to expose them to the public causes the reset, while reforming from within involves taking evidence to the higher-ups.
