Looking through the Wiki all I can find are, well, unreliable ways of acquiring Sworn Statements. I was wondering if any of you knew how to get a hold of some rather quickly?
If you’ve been to Port Carnelian and had a successful term there you can acquire 3 Sworn Statements at the end of the Foreign Office cycle through The Value of Good Names.

If you have done Empress’s Shadow you can get some at the end of the carousel regularly, along with refilling your deck. That is not vanilla, though.
Doesn’t Jenny’s school award them? And so do some professions, so that’s no good if you’re in a rush.
