So I recently finished the Flint storyline and I absolutely loved it. But, unfortunatley, I made some rather poor choices, which resulted in my good friend Regretful Soldier turning himself in a statue. And reverting him back to normal was a no-go. Can I still get him as my acquaintance through the good old Opportunity Cards? I should also probably mention that I was playing Flint on ‘hard mode’.
You should be able to acquire his acquaintance just as before.
Phew, glad to hear that. Hopefully, it will be just like you say.
Wouldn’t the next Regretful Soldier be another Regretful Soldier in this case?
I bet there is at least one another Regretful Soldier in London with a wife named Agnes.
I think I remember FBG saying “there is only one Repentant Forger.” But that was in the context of losing an acquaintance through a very different Fate-locked story with permanent consequences.

…but you can get a new Repentant Forger acquaintance after completing that story?
If you pay fate to have him forget.

FBG’s statement was specifically clarifying that it’s the same Repentant Forger.
We’re talking about Regretful Soldier here! Besides Optimatum is there anyone else to confirm this is true?
Flint should just wipe the acquaintance quality, not do anything to prevent it from being reacquired. The only potential issue is if you complete SFiG and regain the Forger’s acquaintance, choose him as your deputy, and leave him behind - you’d need to pay Fate a second time to reacquaint yourself.
