Dear Friends I am in need of assistance. I am currently attempting to raise my scholar of the correspondence rating as high as possible. But It now requires me to have a watchful of 280. I currently only have 272.
I vaguely remember that the airs of London can grant +30 on watchful but I am not sure if I imagined it. Can anyone confirm this for me? And if so how does one go about achieving this?

there is a rare card that turns up at times that offers a mood hat- a hat that will exist for 1-hour and then fade away. this hat offers +30, so it does increase stats. i do not know any ways to make this hat manifest more often, but if you see a discarded playing card, or a bookstore besides the one you live in, check the wiki for the right choice for the watchful hat.
