After Watchful stories redesign I had been prompted to choose philosophy. Are there any means to actually use it?
Yet there is only role-play value to them. Due to the fact this division was recently introduced, I doubt there is any actual checks of them in existance.
There are also certain quirks coming with those options (ruthless, magnanimous, ect.). So if you are interested in shaping your character - choose wisely.
