Khaganian Safe-Conduct. How?

Hi all

I’m having a spot of bother figuring out how to obtain one of these, I’ve fully-upgraded my Cabinet Noir, but am not really sure what I need to do next. I’m very much a novice in creating cover identities- is one required for this?

The card in the Khanate says I need to look out for an Opportunity in London, but I’ve been lookin g/waiting for days and have NO idea what I’m looking for!

Can anyone help? Thank you in advance, you lovely people.

  1. Raise Cabinet Noir to 4.
  2. In Londin find opp card &quotFor you, (title).&quot
    IMPORTANT: it gives you Intercepted Document. If you already have different Intercepted document card is locked and will not show in your deck. Decipher it and fish for opp card.
  3. Decipher the document from opp card.
    OPTIONAL: figure out the route to Khanate, if not already.
  4. Build strong cover identity.
  5. Travel to Khanate and use it to start your spy net.

Ahh, gotcha thank you! It may well be the intercepted document opp card that’s not appearing then as I believe I already have one waiting to be deciphered.
