Is Hallowmas usually a dismal event, like Seeking Mr Eaten’s Name? Possibly, I’m pissed off because I did a lot of Masques and Visitor stuff, which, although well written, were all a bit stomach-churning to see often, and then things happened and I didn’t get the chance to log in for a while, and when I could today and did, it had expired and I didn’t get anything for my Spirit of Hallowmas and I’ve got nothing to show for the whole thing except an undroppable guilt-trip item (‘No One of Consequence’) and I just wanted to grumble, but I’m also curious - since I didn’t get to the Fool’s Judgement, I didn’t see what the rewards for that were like.
The Wiki has about five different guides to Hallowmas, including one that lists the available items. I would think that one of them will include information about the Fool’s rewards, including the titles. Another source of information will be the thread on here, where people exchanged news about what they got.
As to missing the end – that happens moments after it closes. Ask me how I know that. (And the real nuisance is having to get rid of the menaces.)
But no, it’s not dismal. And there have been times I’ve not bothered with it at all and taken off to Khan’s Heart. No need to work hard at it if it isn’t your bag.

Hallowmas is not a dismal event at all. You can get a bunch of cool items, read through a bunch of neat storylets. If you’re doing it for echo rewards it’s kinda mid, but you don’t need to grind Spirit high if you don’t want to, you need enough to pick up the reward from your chosen mask and that’s it.
It’s got basically nothing in common with SMEN; SMEN is a story about destroying your character for no benefit. Hallowmas just plays with menaces, they go up and you turn them in for rewards instead of menaces being bad.
Also not sure why you’re referring to “No One of Consequence” as a “guilt-trip item” - it’s a pretty good one, according to No One of Consequence - Fallen London Wiki it’s tied for the best Affiliation for a few different stats.
Main rewards from Hallowmas are items you get in exchange for Confessions. Half of them you get right at the beginning, half in the second week. It’s really 80%+ of mechanical value of the festival.
IIRC it’s also one of the festivals when you can get Destiny (tier 1), a little boost to stats if you don’t have one.
Other than that it’s the time of the year when you can monetize menaces, they become a little pile of resources instead of obstacle. Yes, you have to check the closing festival storylet in time to get your money. But it’s not a big loss if you missed it.
Explicitly grinding for menaces is not the recommended thing for newbies. It’s here for endgame players who have nothing else to do in the game, so they spend unreasonable amount of efforts to raise the rank in Knight of Hallowmas quality.
Hallowmas is primarily for two things: trade your confessions for the items (companions, equipment etc) you wish to get. This year they’ve also added Agents as a reward option, for the recently implemented feature of the same name.
Second thing: to level up your ‘Knight of Hallowmas’ vanity quality at the end of the event.
Other bonus things to do during Hallowmas are for the Fate spenders. For example, getting a wearable mask with stats.
With the exception of mid-year Estival, all other events in this game have predictable targets and mechanics. Each year’s event has minor changes from the previous year’s e.g. Whitsun’s eggs that are available for hatching/opening, which three of the four masques available for that year’s Hallowmas.
