I’ve been banished from the court, but the Veteran Privy Counsellor promised I’ll get this title someday. Is this option available in-game? If not, will it ever be?
You probably don’t know the answer to the second question, but I’m asking just to be sure.

It is not currently available, though the plot hints that it will eventually become available through the Foreign Office.
Hmm. I believe that I have read that I can decline his first offer/request, and it will appear again after a few more works - is that correct? Thanks!
Yes that is correct. You can refuse as many times as you like - but once you do accept you are on the road to exile, so make sure you have finished everything you want to do at the Court before you accept.
