If you had to make a bet, would you say that a Paramount Presence is already implemented?
I think it depends on what you mean by “already implemented.” I think they know exactly what’s needed to attain that rank, but have not yet promoted anyone on the path, possibly because no one is near enough to finishing it to make it a priority.
