Help - stuck on trying to get a Voluminous Library

I’m having difficulty getting a voluminous library. the wiki says it can be obtained by the Voyage of Scientific Discovery. however i cant see that option, nore can i see Tea with the Loquacious Vicar at my lodgings which is how to start it?
my profile shows as:
Advising the Loquacious Vicar 9 - Looking Into Hell
A matter of tea and mystery.
but i cant seem to find how to progress this either (the wiki stops at level 6)

  1. Advising the Loquacious Vicar 9 means that you already reached the maximum level of this quality

  2. You need to Chat with the Local Gossip in your Lodgings to speak to the Loquacious Vicar

  3. The Voyage of Scientific Discovery also requires progress in other stories, in particular you need to finish the Watchful Making your Name storyline at the University and start the Associating with Radical Academics storyline.
