I think I managed to dismiss the unlock card from my deck (is that even possible?) without buying the way to Flute Street, I haven’t seen the card in a long time anyway and I recently bought a lot of fate to unlock some new content.

It didn’t use to be possible but it seems they recently changed this. You should be able to simply buy Flute Street from the Fate page now: A little package of his work - Fallen London Wiki
