Getting Rubbery Favours from parties isn’t quick, but if you have high enough stats or second chances you can get 1 - 2 from the Tentacled Entrepreneur per event.

True, it can feel wasteful when you don’t have high menaces across the board. But don’t forget you also receive 4 favors each from Society, Church, and Constables as part of the menace wipe.
God’s Editors is indeed helpful for scandal and nightmares reduction if you don’t want a Church favor. The Corresponding Ocelot can also help with Scandal.

4-5, but I can’t see why the number 4 is widely spread. For a long period of time I even thought the sum is always 14, but that was just RNG.
When I get Scandal to 7 and all other menaces are low, i simmply start a) doing Heists and b) enter the Palace to exchange Revolutionary favors and Society favors. Suspicion rises quickly, and then I play the card.
The 14-15 favors feel like a bonus.
