Every wiki I find says I simply need to have Watchful at 60+ to unlock this in the Forgotten Quarter. My Watchful is 94+15, I do not have this option. Am I missing a step? My "Name in Seven Secret Alphabets" is 5.

Look just to the left of The Forgotten Quarter on your map - do you have a Base Camp? If so go there for expeditions; if not I would recommend sending a bug report to Failbetter.
