It’s a new quest mechanic that has been introduced with the latest patch. To begin the quest, visit Uttershroom, the newly-active island.
Quest mini-guide:
[spoiler]The goal is to earn the gratitude of Mother Shroom by planting its kindred Blemmigans on at least seven different islands. Blemmigans can be acquired right there at Uttershroom in exchange for honey, and sometimes from a rare success when gathering port intelligence.
Once you have sufficient Blemmigans, start crisscrossing the Unterzee and deploying them on the various islands until your Blemmigans Abroad quality is at seven or above. Then return to Uttershroom for your reward.
You will notice that, although almost every isle now has an option to try and release a Blemmigan onto it, the accursed fungi can be extremely picky. They will outright refuse to set foot (tentacle? mycelium?) on some islands. While they will happily disembark on some others, doing so will not increase your Blemmigans Abroad quality. It will not, therefore, advance the cause of Mother Shroom and will be a waste of precious fungal resources on your part.
To the best of my knowledge, Blemmigans Abroad can currently be increased by planting on the following islands:
• Shepherd’s Isle
• Gaider’s Mourn
• Polytherme
• Godfall*
• Venderbight
• Chapel of Lights
• Abbey Rock
• Quaker’s Haven
The reward on Uttershroom is 1 Ray-Drenched Cinder which is used mainly to advance the Curator’s story.
Uttershroom being way too far east on the older saves, I have only done the whole chain once, but it looks repeatable. I am not sure if the reward will remain the same.

It’s nice to see the reasons why Blemmigans cannot be planted on some island… they don’t like icy and salty enviroment (so Wither and Codex are out) are freaked out of Avid Horizon (and you gain one terror after the little fellow “watch” the isle, then you, then isle, then you again :p), while they can be planted on Mt.Palmerson and Fungal Station, but there are already blemmigans there, and the joyfully go out on Port Cecil BUT get rapidily killed by… Coral.
(I immagine something similar happen in other island).

I think this entire franchise is an excercise in seeing how much you can do which could not possibly go horribly terribly wrong :P
It’s pretty weird how the coral kills blemmigans at Port Cecil. I guess Cthulhu doesn’t like fungus?
They could also be planted on Hunter’s Keep and Pigmote’s Isle (if you don’t steal the star) and yes, Goodfall’s it’s bugged and i believe it’s exploitable.
I wonder if you get a different reward if you have higher value for the planted one (> 7).
I felt AWFUL at Port Cecil! The poor little creature was so cheerful!
