Wanting to be helpful, but still fairly new here. You’re asking how to meet the Ambitious Barrister? You should be able to do that by Chatting With the Local Gossip in your Lodgings. Your Persuasive should make her appear with the Bohemian Sculptress, and your Watchful should make her appear with the Loquacious Vicar.

does it just increase the chance that she’ ll appear?

If I remember correctly, there should be an option to talk about her with either of them if the relevant stats are over 100. I’m guessing that didn’t happen? Can you take a screenshot of what options show up when you talk to them?

IIRC, it just skips the first opportunity card. If you talked about her with your friendly neighborhood weirdos, she should already be in your lodgings, wedged between other storylets. And soon after that, touring the four starting areas.

Okay, so click on FIND NEW STORIES: Chat With the Local Gossip, and some of your contacts there should tell you about her. If not, try looking in all four of the starting areas.

I attempted the watchful road.
it took me to the forgotten quarters where the women of the hour wasn’t present, nor is she present near any other location I have unlocked.

Found her in Watchmakers hill.
