Yes, that was Paramount Presence requirement. Except you needed to do it 4 times! This sequence 15, 12, 5 needed to be done 3 time and, at the end, 15 again.

Then you should head to the Waswood and relive the 1896 Election, which just so happens to be available right now. If you pledge your support to Mr Slowcake you can try to meet him. You should do so and try to see him multiple times.
