Suppose the reason Mr. Wines doesn’t bother with water isn’t that it’s common, or even possibly polluted.
Suppose it might be because sanitation at the time might cause it to carry diseases, but that that wasn’t all of it.
All water has been in a well at some point or another.
My assumption about Mr Wines’ lack of interest in water is because you can’t get inebriated off of it. Although the fact that all water carries echoes of betrayal may have something to do with it.
