Possibly, but isn’t the Neath out of the Judgments’ reach? Why would they operate here?

I don’t think so.
For starter, the volume is too low - taking one tenth of a city’s worth of soul when your enemies have at least a planet is not very effective.
Secondly, the Bazaar permitted the trade. Why would the Bazaar try to starve its love?
A question: do we know what differentiates a Soul from a Brilliant Soul from a Coruscating Soul? What makes the devils value one soul over another? If we do, it seems like that might help explain why they want souls at all.
Exceptional actions or circumstances of the person involved. A seeker who never got over their giving up the search, a clergyman who fell in love with a deviless, etc.
Devils woud likely value souls sold by unlicensed people as it’s off the books and doesn’t need to be reported. Less duty paid to the bazaar, and thus they have a much easier time acquiring them. The same reason anyone relies on smugglers, really.
