Notablilty for non POSI?

So, I was just about to marry my alt with the bohemian celebration option, having saved up about 750 planning a wedding, but I remembered that my alt was not yet a POSI. Does my alt still get the notability or does it just disappear? On a side note, I have no notability either, despite being a POSI, so is the notability increase negated?

Notability increases tend to have "min 1" as an aspect of the statement.
Take a little time and become notable, you deserve it.
I've already wasted one notability I could have had over this, and am much sorrowed at times.
