Getting "Seeking" for the Wars of Illusion

Ok, so I've managed to get the rare success that unlocks the Wars of Illusion before you get to Mahogany Hall. Now it wants me to build up a number of factors, including "seeking" to proceed.
I can't figure out how to raise "seeking." In the past I've raised it for hunts and such, but I don't know what triggers it NOW. My character has score in the 80s and 90s, except for dangerous which is in the 60s. Advice would be much appreciated.

You can raise Seeking... by Shadowing Couriers in the Flit.
