It's just... I'm not sure what to do with it.
I've heard you can upgrade houses with it, but I don't even have a 4 card house. i wanted a place at the Bazzar and I am not even CLOSE to it.

You should also be able to use the taste of lacre to acquire remote dwellings, even if you don't have a four-card house to upgrade. To be honest, I have a five-card house, and I still live in a three-card remote dwelling (five card houses are best for when you're outside of London).

How are you going about that house? I've been seeking out permits in the flit and it's going quite well.

Well, I was thinking of using the Flit Thefts of paticular character to get some, but Shadowy is my lowest stat, and I only have three so far. Although I DO have a Gang of Hoodlums. Speaking of which, which is better a Gang Of Hoodlums or the other POSI option?

When building Casing, using the "regular" POSI option (Well-planned villainy) is safest, as there's no Shadowy challenge at all. You get 15 CP of Casing for 5 actions (so 3 CP per action). It's definitely better than all the other non-POSI options. The downside is that, since there's no stat challenge, your Shadowy doesn't increase.
Using a Gang of Hoodlums is the most efficient way, *if* your Shadowy is high enough. It will get you 18 CP of Casing per 5 actions (so 3.6 per action), but the Shadowy challenge is only straightforward at 167. Failure doesn't raise a menace, but it means a very slow progress. The upside is that win or lose, you're also raise your Shadowy in the process
