Do I have to actually be in Doubt Street to get cards pertaining to my newspaper? I just can't justify all those wasted action points waiting for an interview to pop up. Can someone confirm this either way?

You can receive newspaper cards anywhere outside of special zones like insanity or death.

Confirmed. The MaskedGentleman is dead on. I often find myself in Spite, or Wilmot's End and they seem to come to me.
Although, the non-social cards tend to be... aggravatingly slow to appear, in case you weren't already aware.
