How many actions does Darkdrop Coffee refresh?

I have a few cups' worth of Darkdrop Coffee, but I'm hesitant to try it.
How many actions will it actually restore: 10 or full 20? Will it restore 40 if I'm an Exceptional Friend?

10 actions. Whether or not one is an exceptional friend doesn't change anything.
