A friend and I wish to collaborate on our world, and I do notice it says that under the worlds tab, you can promote other users to be able to do just that. However, I don't see this option under the World tab. Where exactly is it?

The promote-other-users feature isn't in yet.
If you've got access and your friend doesn't, I believe the procedure is emailing FBG at the Story Nexus account requesting access and permissions for your friend.
