One more card that raises Nightmares (+12 CP) and wasn't mentioned here is A street-cart is selling Fourth City Rags, which appears with standard frequency and requires not having Fourth City Rags (can be sold at Bazaar). It's not much, but it's one more opportunity.

My prefered method is:
1) Unequip Nightmare bonnet 2) Gawp 3) Gawp 4) Equip Nightmare bonnet 5) Cat 6) Cat 7) Accept Pride Confession 8) Repeat
It's 4 actions to get Menace and 5 in total. Not as good as the Mandrake or being poisoned, but if you're low on Mandrakes and short on folks willing to poison you(and you feel using an alt to be untoward) it's fairly efficient.

I like to do this: For whimsy - achieve 1+1 with equipment (free) for suspect and scandal. Then 2 action at the duchess for unaccountably peckish (2 scandal, 8 nightmare), and 2 public lectures at quarter (2 suspect and good connections for salon). Total of 4 for whimsy. Then I can only 3 Mandrake for wounds and Pride (since I did the lecture at the duchess for nightmares). 4 actions for whimsy, 3 for pride. Even only 1 action for Pride if instead of mandrake I have a poison from social actions.

Note that this locks at 6 Peckish. Also how does this math add up, don't you need three lectures to go from Suspicion 2 to Suspicion 3?
Oh, wait, you're going from Suspicion 1 to Suspicion 2 and then equiping the Hat. Got it.

That's very elegant. I overlooked it before because it's a skill check but it's a pretty low straightforward.

These 2 CP of Scandal increase it from lvl 1 to 2, put on stockings to get Scandal 3, then you only need to deliver 2 public lectures to rise Suspicion from 1 to 2, put on Pirate's Hat and accept Whimsy. But this tactic will be most effective when you have Pride and Whimsy requests in ratio of 2 to 1.

Actuelly, You don't need to withdraw the pirate hat before the lecture. Even if you are at 1+1 scandal with the hat, every +CP you get will raise the BASE value. So even with 1+1 (2 suspicion) you only need 2 CP to raise it to 2+1 (and need not bother technically with unequip-raise CP -equip again)
Yes, it has a maximum of level 6 peckish. Since I acquired the Peckish specifically for this, I started at level 2. Every action at the duchess gave +1 CP. Total of 18 CP to reach level 6 = 9 times this trick which gives 9 whimsy+ 9 Pride. After that you need to switch method or lower Peckish with actions (some lower it 2 CP at a time. If anyone has an action which lowers it even more, please let know). Lastly, you get a minute stock of Cryptic secrets & appalling secrets for your trouble. Small bonus.

Hope so. Wiki says only 1 CP That migth be an older information. I tried it on my alt and got -3 CP (3 out of 3 tries). Maybe it has -1-3 CP and I just got lucky.

Not feeling peckish at the moment, but there is something nobody has mentioned so far: lectures in the Forgotten Quarter give two CPs of suspicion instead of one if you fail. With a Talkative Rattus Faber I've often taken the suspicion down from five actions to four (one or two failures) or even three (two or three failures). I imagine many of the characters here will be far too advanced to take advantage of this—my own base Watchful is 116 and I've only recently become a PoSI—but still I think it's worth for many to equip the rat for the occasional action benefit, at least during the specific grind.

Yea, that's the problem with challenge based actions - you could be too advanced for that. If you fail peckish at the duchess you get 4 (!) scandal and 4 nightmares instead of 1 scandal. I've been having a good time with boxful of intrigue actions. My base shadowy is only in the high 80's, and with the rat equipped I'm looking at a nice 26% chance of success. It's pretty much a win win. Either I fail and gain a points of suspicion, or I succeed every once in a while and get something I kind of want anyway, and get some good grinding on my lowest stat either way.
What's really great is laughing at the the attempts of the RNG to hurt me. I supposedly have a 1/4 chance of "success", yet have "failed" the last 20 attempts in a row. In any other context, that would be infuriating.

This will only help if you're sitting on a stack of Counterfeit Head of John the Baptists, but for whimsy: 0. equip/unequip Mod Bonnet and Pirate Hat, ending on Hat with Stockings equipped 1. Employ a Counterfeit Head of John the Baptist for practical jokes: 1a. 50% chance of 'success' and no progress, but keep the Head and get minor items 1b. 50% chance of 'failure', for 2pts scandal and 1pt suspicion, losing a Head 2. One turn of public lectures for the last point of suspicion needed 3. Confess and repeat
Step 1 is a coin flip that will average 2 turns to get a the 'failure' that you want, so this is an average of 3 turns to be ready for a Whimsy confession.
