Access to the WolfStack Docks?

My ambition is Light Fingers, and the next stage for me occurs in the Wolfstack Docks. Is there a way of accessing the Wolfstack Docks for a player with Dangerous<40? I understand I won't have much else to do there, but I am sufficiently equipped for the next stage of Light Fingers, and that's what I want to focus on.

From your lodgings use the Open the way to other parts of the city storylet. You'll need 500 glim and 200 surface currency.

Sorry RL means I am not a very active player at the moment. No social actions unless you are prepared to wait and definitely no sparring or other mult-action things.
