Terror does not drop in London anymore

Hi,
my terror does not drop in London anymore. I was at about 90 terror when I entered London and it did not drop. The event does not happen anymore. I came home from the chappel of light, which is pretty far away. This is the second time in a row this happened to me and the game is nearly over for me now. I won't be able to finsh anymore missions with ~80 terror, after I spend a enormous amount of echos to drop 10 terror.
