So, twice now I've used obscure overload to avoid certain death. Twice now, doing so has *caused* certain death. Is doing this supposed to do more damage to me than a devastating salvo, or is this confirmed as a bug?

Huh - has not been my experience. It's been not-that-useful (i.e. *small* reduction in Illumination) but also not harmful. Sounds like a bug to me for sure.
