So, um... I just became a POSI, and this card popped up. I didn't have any actions after doing some item conversions, so I checked it, read the 0 action tutorial (since I was out of actions), and clicked Perhaps Not back at the conversation loop, so I could look around the map in the meantime. When I did that, though, the card disappeared. Is that supposed to happen, and I just made a really bad mistake?

Yes, clicking any option, even if it costs 0 actions, counts as using the card as far as your hand is concerned. It links back to the card so you won't necessarily have to wait for it to show up again if you have enough Making Waves to get a point of Notability. It's a shame you lost it, but hopefully he'll turn up again soon.
