Opening Moves: How To reach them?

Hello! Strange thing is, I somehow stuck in limbo of dabbling in the Great Game. I have Venture: Uncober hidden tattoos 2, but really see no way to find the card/storylet/etc 'The Tattooed Courier's Secrets' and by doing so switch to Opening Moves phase. Any advice please?
Being in the Dabble storylet I see ONLY Gather resources, but no Fascinate or such.
