I've submitted a report, but to prevent others from having the same issue: The shipyards and labour markets of London are not yet aligned with the needs of dreadnaught captains. Only 10 crew can be hired; hulls can only be repaired to 100. Note that both 'hire' and 'repair' options remain live and will take your money (ouch) but will not increase crew or hull past those points.
Also: I've transported the Deviless back to London at the request of Hell's embassy, but there's no option to now do anything with her.
