Re Shrine expeditions, the ppa is highly variable, there's also the action and item cost of supplies, and I'm also not sure it's a good idea since I'd want the expedition actions to be white/straightforward since failure here is more costly, and that's not the best way to train a skill.

And as long as you haven't progressed to the Fourth Coil in the Labyrinth of Tigers you can deal with mirror-smugglers in the Third Coil and use The Hunt is On! to kill Goat Demons in the Flit for even better ppa, which trains Dangerous.

Since it sounds like there aren't any good options, I guess I'll continue with the assassins for now even though I've already accumulated a stockpile of Collections. The tomb colonists sure are taking their time showing up.

Using the Nadir is a good option if you aren't afraid to lose your stats, the best Nadir cards are The End of Battles - 62.50 An Unlikely Garden - 62.50 (Hardest persuasive challenge) Woods in the Winter - 1cp of Dramatic Tension Or The Catafalquerie with 7 PtPT - 312.65 ( Which can be used to gather more Lacre, it's also the action that gives you the most money in the game ,that's repeatable, it also can get you an overgoat in about 37 actions)
EDIT: I almost forgot but when selling the location you can obtain a total is 1562.50 echoes.

Didn't the rewards there get an increase in value with that change? I think even whirling contraptions were improved (by increasing rewards of printing an issue of your newspaper), but I haven't been in the new business since then.
Anyway, I think one of the best grinds I have been doing is still heisting Baseborn&Fowlingpiece. 8 actions of setup leave 7 more actions to get 5 progress if I want ppa>200. (with more actions, ppa goes down: 191, 180, 170, 161, 153, 145, ...). It's often possible to 5 progress in 7 or fewer actions, because there are several cards that just *give* me 1 progress, and a bunch that have a chance of giving 2 progress (some of which even have an expected value of more than 1 progress). Those searing enigmas there really make a difference. edited by xKiv on 4/9/2015
