Coil 4 - hunting beasts

I'm on coil 4 of the labyrinth of tigers and am hunting savage beasts to breed, and was told "You can catch a monster in the Second Coil of the Labyrinth of Tigers, In the Unterzee, in exile in the Tomb-Colonies, and in Flute Street."
I'm currently in exile in the tomb colonies, but no sign of a beast - any suggestions as to where it might be hiding?

There's an opportunity card, gold-bordered, that conceals said beast.

catching the tomb lion and the plated seal(unterzee) requires a card, i think. just hope the RNG likes you. dont know anything about the rubbery thang in flute street

The Plated Seal doesn't have a card now - you have to get to troubled eaters 11 before reaching journey's end as it is on the steam boldly storylet. I don't know if getting the tomb lion has changed from a card as well.

Tomb-lion is definitely still a card, because I just acquired a new one the last time I was... er... visiting some aged and decrepit relatives there.
