What are the requisites and benefits (both for mentor and tutee) of being a patron? I am not sure if you need 200 in a stat to become one.

You do indeed need to have chosen a POSI specialization. As a Shadowy Patron, I receive Hastily Scrawled Warning Notes and Making Waves (I'm not sure how much of each but I will pay more attention when I give my next lessons).
