Question about Shepherd's Timepiece

One of my acquaintances who goes in the Shepherds's line of Soul Trade asked me the following:
How and when will/would she receive Shepherd's Timepiece? Is there any reasons to be missed out of it? I do remember I received the Fork well before the end of my own line, but she is currently Shepherd of Soul 3, for no success.
I do understand this is question about Fate-Locked content, so vague hints/private messages are appreciated
