Amanuensis card

Does the visit from Slowcake's amanuensis still come up as an oppurtunity card or can you only summon him from your lodgings with enough making waves? I ask because I have finally amassed enough notability, along with the other requirements, to upgrade my embassy lodgings, but if I can only summon the amanuensis, which requires one notariaty, I may try to grind one more point before cashing in.
